Why We Exist

The Conservative Policy Foundation (CPF) exists to address a critical gap in conservative strategy: the systematic neglect research and data. While national races receive significant attention and funding, CPF recognizes that real power and daily impact on Americans’ lives occur at the local level — in state legislatures, county commissions, city councils, and school boards. As a membership-based alliance of conservative philanthropists, business leaders, and donors, CPF is dedicated exclusively to a focused approach that advances core principles including limited government, individual liberty, free enterprise, strong families, secure borders, law and order, and traditional American values.

CPF exists because conservatives need a disciplined, year-round infrastructure conduct data work at the state and local levels. The organization invests in data-driven targeting of winnable districts, builds robust networks of nonprofits, training programs, and advocacy groups, and coordinates high-net-worth donors to maximize impact while avoiding duplication. By prioritizing infrastructure development and sustained grassroots efforts, CPF moves beyond sporadic spending to create permanent structural advantages. This model deliberately excludes costly statewide executive and congressional races to concentrate resources where they deliver the highest governing return.

Ultimately, CPF exists to create “laboratories of liberty” across America by establishing research and data to local institutions. By developing seasoned conservative leaders at the local level, CPF builds a strong pipeline for future statewide and national success. Through strategic donor collaboration and measurable results — defined strictly by data and research provided — CPF aims to restore balance, common-sense governance, and enduring conservative influence in the institutions that matter most to everyday American life.
